What is the GCC, and which countries does it cover?

The GCC — the Gulf Cooperation Council — is the economic and political bloc of six Gulf states: the United Arab Emirates, Saudi Arabia, Qatar, Oman, Bahrain and Kuwait. Most GCC countries now permit full foreign ownership across a wide range of activities, though the rules and exceptions differ by country and sector — and some (such as Kuwait’s standard route) still require a local partner outside specific licensing regimes.
